We are looking for an experienced HSE Director to join our client’s China Harbour Engineering Company Ltd. team for the Kotka CAM Plant project.

China Harbour Engineering Company Ltd. (CHEC) is a world-renowned international contractor and a leading provider of comprehensive services across the entire industry chain for both public and private sectors. CHEC has been engaged as the main contractor for the CAM Plant project in Kotka, responsible for the implementation and construction of the plant.

In this HSE Director position, you will have a key role for the successful execution of the project. The position is project-based, with an expected duration of approximately one year, and the work is located in Keltakallio, Kotka.

Your responsibilities include:

• Establishing, implementing, and maintaining the project’s HSE management system in accordance with Finnish regulations, ISO/NIOSH/OSHA/NEBOSH standards, and company policies.

• Leading and supervising on-site safety inspections, risk assessments, and accident investigations; ensuring corrective actions are effectively implemented.

• Monitoring compliance with occupational health and safety laws, regulations, and industry standards in Finland and the EU.

• Coordinating with project management, subcontractors, and client to ensure consistent implementation of HSE requirements across all project activities.

• Managing, training, and guiding the HSE team, with a focus on effective local workforce management and capacity building.

• Preparing and presenting HSE performance reports to project leadership and relevant authorities.

• Promoting a strong safety culture and continuous improvement of HSE performance.

• Acting as a member of the project management team.

What we expect from you:

• Several years of HSE-related working experience, including experience as HSE Manager or HSE Director in large-scale construction projects.

• Comprehensive knowledge of Finnish HSE laws, regulations, and compliance requirements.

• Familiarity with ISO, NIOSH, OSHA, and NEBOSH safety management systems and best practices. NEBOSH International General Certificate (IGC) or equivalent international HSE certification is an advantage.

• Proven experience in construction site safety monitoring, accident prevention, and risk control.

• Proficiency in MS Office tools.

• Excellent communication, leadership, and coordination skills.

• Strong team management skills, including experience managing local employees.

• Proficiency in both Finnish and English.
